Self-hosted, with no seat or response cap.

Run it yourself, with no caps.

The self-hosted edition is the Pro feature set with no seat limit and no response limit. It is the full application, the same build the managed tiers run. You provide the infrastructure and you run the whole thing, and the seat caps on the managed tiers do not apply to you.

What the paid tiers add is the work you would otherwise do yourself: hosted single sign-on onboarding, the data protection impact assessment wizard, and a service level agreement with someone to call.
